Is it possible to shrink the output size with VirtualDub?

Yep! Video > Filters > Add... > Resize.

,,,second question: is it possible to get image sequence to output in any format other than BMP? Changing the file extension to GIF doesn't actually turn them into GIFs.

Looks like you can do BMP, TGA, PNG, or JPG, but no GIF. (File > Export > Image Sequence)

Your best bet would be to output to one of those and then use XnView or some other program that will convert them to GIF for you in a batch.

i had this program "game maker" and it had a gif image maker in it it was pretty good to
