For an Atari emulator, I use Z26. Dunno if does any or all of the things you ask, but it works.
As for games, here are some suggestions:
River Raid
Riddle of the Sphinx
Ghostbusters
Demon Attack
Keystone Kapers
Pitfall
Adventure
Pole Position
Moon Patrol
Hmmm... I dunno. It's hard to come up with a list of good Atari 2600 games as most of the better games were arcade ports, including the games produced by Atari themselves. Then you have games like Ghostbusters which were released on other systems such as C64 as well.
Pretty much anything by Imagic is worth checking out, as is anything by Activision. They were considered the best of the third party Atari developers.

Also, to successfully play Riddle of the Sphinx, you will need to track down the instruction manual or a text equivalent thereof.
