Okay apparently there is an "unofficial" RE1.5 to be released. Let me explain this to the best of my current understanding and knowledge.
Apparently what is Resident Evil 2 was not actually supposed to be Resident Evil 2.
There was a game in development which was meant to be Resident Evil 2 but was scrapped.
Apparently 60% of this game was completed and that an .iso or dump or whatever of this scrapped version has been found.
This scrapped version was apparently released to some video game magazine companies in both US and JPN so we do have screenshots of it.
Again, i need to check the details but apparently some random guy (guy who posted video below) has obtained this game or it's data and intends to finish it.
That is my understanding of this. It may be total bullshit and nothing may come of this but apparently it's currently spinning in the rumour mill that RE1.5 will be released.
EDIT: Okay so apparently there was meant to be an update on the progress of development today but it has been postponed. The game does seem to be getting finished by a team of guys. Apparently they are going to start releasing like sneak peaks after a while.
Here are some clips etc:

About time if it's true. Even though I'm sure we got the better RE2, I'd kill to play this. Now if they could only find that GBC remake of the first game.

I've been waiting for this to come out! Admittedly it looks like the controls are even worse than the first game, but I'm excited to see all the different areas they left out of RE2.

I'm not sure what Syd's stance on linking roms to never-released games is, but I can PM you a link to the rom file if you want. Someone dumped it a while back (February, I think), so I've had it for a while. Sadly it's not as neat as you'd think. The same thirty-second loop of music plays through literally the entire game, the zombies don't fall down when you kill them (???), ammo is infinite, the characters move so slow that getting around is painful at best (they run fast, at least, but still), random stuff is taken out of the environments like the entire table in the dining room (making it awkward and strange when Barry repeats his "A dining room..." line), etc. It is kind of surprising how well they retained the atmosphere, though. The zombies are still pretty creepy (maybe even more so since they just stand still when you kill them, depending on how you look at it), and the environments still look appropriately haunting.

You mean to tell me you've had this for almost a year and never bothered to tell me? At any rate, even if it isn't very complete as you describe, it would still be neat to see new enemies and locations. Maybe there's an even later build out there somewhere then the one you have that's closer to finished.
Edit: Oh, I just figured out you're talking about the GBC remake. I've seen that on youtube with the music loop and zombies not falling down. I'd still like to play it though. Is it beatable at least?

Lulz, it didn't even occur to me. I think I found it when I got stuck on the part in REmake where you have to have to carry the gas canister and looked up a walkthrough on GameFAQs. It doesn't have any new enemies or locations, sadly. But it does have the mansion in 2D, so there is that! I just PMed you the link to the files.

Oh, I was talking about the GBC remake, not RE 1.5.

You can get all the way to the end of the guardhouse, then it ends. I did not have the patience to make it past the mansion.

Can't find an LP worth watching for more than ten seconds, and 90% of that is because of the game. I'd be surprised if you could play through the whole thing.
I'm kind of doubtful about 1.5 being released. It's one of those rumors like Shenmue 3 that surfaces every few years, but nothing happens. Granted, with Capcom's penchant for trying the occasional weird thing, I don't rule it out sometime in the future, but even this is a stretch. Game designers don't scrap whole projects for nothing. Hell, when Mikami scrapped the first iteration of RE4, he at least kept it around to make Devil May Cry. If they threw out the whole game, there must have been some serious problems.
So here's to you Mrs. Robinson. People love you more- oh, nevermind.

See, half way down this image below on the left side. No fun apparently.

Yeah i mean, it obviously isn't going to be perfect by any means, they had to have scrapped it for a reason. I just thought it would just be interesting to share.
I mean it isn't getting finished by Capcom. I'm sure there are probably some legal issues/impending lawsuit related to an outside group finishing it but it does seem to be in the realms of possibility that it may be finished and released - for free I imagine.
I think the ideal situation would be Capcom see this is happening and maybe distribute it. I think the chances of this happening however are non-existent.
What's funny about it is that in light of Capcom's latest instalments to the RE series some are saying that this unfinished/scrapped game could in fact be better than RE5 and 6.
Made me chuckle.

I just watched that video in the original post and!
1. Are those subtitles I see in the cutscene with Leon and Ada? Why the eff did it take them so long to incorporate those into the series?!
2. Interesting to see that knife located in the "Standard Arms" box in Elza's inventory. Either they were planning to have defense items like in the REmake or (more likely) they were planning to have melee weapons that didn't have to be stored in a regular inventory slot.
3. Also interesting to see that herbs were automatically stored in capsules, rather than them walking around with randomly assorted plants in their pockets like in every game up until RE5.

I used to think that the series going apeshit was kind of quirky and fun, but since I've beaten RE4 about 6 times in the past year, and I literally have no desire to play RE6 at all, I'm starting to see how the superfans are clamoring for an RE 1-3 style game. RE games always kind of threw out a little bit of goofy fun in terms of collectibles or extra modes, but ever since RE5, the balls-out nuttiness almost seems mundane. It's kind of hard to appreciate your crazy giant, flaming metal balls in RE5 when I just fought off a hundred Africans in grass skirts while avoiding a giant sunbeam mirror laser. I'm not big on re-makes, but imagining a Gamecube REmake-style remake of RE2 feels much more desirable than another El-Gigante fight.

I just think that as observers and fans, we don't always see the real picture of development cycles. Yes, there are great games that get cancelled because Wal-Mart complains that it's not like Call of Duty, but when a director or dev pulls the plug, it's either because as gamers and professional designers, they're not confident in the design or tech. In that case, I tend to give the team the benefit of the doubt that they know better than I do.

One question. Does everything for the complete game exist already and does it just need to be put together? Take backgrounds for example. I'm guessing all the areas and backgrounds for the complete game already exist since I doubt they'd have the capability to make them from scratch, which even if they did they would be speculating what the original ideas might have been. Same with items and their locations. Seems to me that all the individual aspects of the game are complete but they just need to be put together.

It looks like there's a whole bunch of stuff they took out from the final version:
-The lab apparently is covered in flames at some point while you're in it (and the flames look pretty cool, at that)
-you explore a large warehouse in between the sewers and the lab
-the game had giant gorilla zombies instead of lickers
-armor could be worn
-clothes could be permanently torn
-Annette Birkin could inject the g-virus into herself
-you could have people following you around (Ada and Marvin with Leon, Sherry and the gun shop owner with Claire/Elza)
-the police station was way more realistic (instead of being based around puzzles and keys)
-Claire/Elza's grenade launcher was much larger
-the shutter system in the police station was a lot more important (you could turn them on and off at will and use them to cut zombies in half)
I'm seriously excited to be able to play this, it looks like there's a ton of cool features that they took out of the final game.

Considering that footage of the game all they way up to the last William Birkin fight in the A campaign exists, I'm guessing that the vast majority of the game was already completed. In fact, the only parts I haven't seen footage of are the final Tyrant fight and the part where you fight William Birkin in the train car.
