The chat isn't always active. Try just hanging around and waiting until people are talking about things you want to talk about, and suggesting up topics if you have any. If no one's saying anything, just browse the web or something and leave IRC running in the back so that you can check on it every now and then. It takes a bit of getting used to; I wrote a big post in Feedback a while ago that sort of gives an intro to the whole thing, if you're interested. Also, the room's usually most active in the evening-ish, North America-ish time.
