What do you think?
It could be as a PAL system which lock out was removed that it's a problem with running NTSC games.

PAL games are optimized for 50Hz while NTSC games are 60Hz. PAL is about 17% slower than NTSC, so playing NTSC games on a PAL console slows them down and might cause some glitches(depends on the game) and playing PAL games on a NTSC console speeds the game up that 17%. In order to resolve this you need to mod the console to run at 60Hz for playing NTSC games. You would be better off having two consoles to run different region games.

Well i knew about the 50hz and 60hz thing so i know why it runs slower but the whole interface scrolling off seems a bit weird. Especially to relate it to the game running slower.
The NES i bought was modded to allow NTSC to be played though so it seems weird that the glitch would occur.
and you see the thing is i bought Air Fortress which is a NTSC game only anyway and it runs at normal NTSC speed. I'm pretty sure the Star Tropics i bought runs at normal NTSC speed as well.
There are screen tearing or some graphical glitches on those sometimes. Those i can understand i.e. the screen tear and the weird glitched pixels but the way that the interface scrolls on and off i do understand how that could occur that way at all.
Glitches and tears are corruptions or because the game isn't connected to the pins right. The whole scrolling isn't like that, tis weird.
I'll record some other games tomorrow to illustrate this, Airfortress and Star Tropics.

The mod that removes the lockout usually involves removing one pin that connects the chip to the main circuit board. There are 16 pins in total that connect that chip to the main circuit board, so maybe the remaining pins that are connected are causing the glitches.
The other games probably run at the right speed because they were optimized to run at both 50Hz and 60Hz. Some games that are PAL or NTSC are optimized for both, but not all. They are usually optimized for the region in which they are meant to be played.

Hmmm that makes sense. Though Air Fortress was NTSC only so it was weird that they optimised it to work in PAL but i guess it could happen but still the glitch in itself is rather unusual. I guess it's not the interface moving but rather the interface isn't fixed into place. It's weird to think how that would come about.
