It was a point and click hack and slash, mid 90s to early 2000s but kind of cheap like it was a quick project. I seem to remember being able to play generic characters like a dwarf or a mage or a fighter.
What really sticks in my memory is that you basically were constantly on the hunt for life potions since the enemies would always swamp you and fuck you up, so much that the friend I was playing it with made the joke that the player character was addicted to life potions like they were crack.
Simple controls, click one mouse button to walk forward another to attack, kill monsters drink health potion and collect gold. OVER AND OVER AND OVER AGAIN.
It had pretty creepy / gruesome levels and monsters, and I think I remember limited and shittily digitized voice overs. Lots of grunting and monster noises and screaming if you died.
A screenshot would ID it immediately, but I cannot remember what the fuck it was called to begin my search. Ring any bells?
*Think Planescape Torment or Diablo 1, but way cheaper and annoying*

It's probably not it, but it sounds like you are describing Gauntlet.

Same idea, but I don't think so, at least I'm not aware of a late 90s point and click isometric view version of Gauntlet.

If I didn't know better, I would almost say you were talking about Dungeon Siege, but I don't think that's it at all.

No, I played Dungeon Siege recently, and that fits it to the tee. I'm positive he's thinking of DS. Try looking a picture of it up. That should clear it all up.

Checked Dungeon Siege it's not it, too late to be it. Think earlier!
Nox looks close, will have to watch youtube to confirm. not it but looks neat, might have to find it and check it out
Fate doesn't match up.
Sacred looks close, but not sure. not it
Divine Divinity looks really close with the gore / creepiness, but I don't remember all those HUD items. not it but looks neat
Will have to check some vids out will report if I find what I was looking for, keep throwing ideas out, think shitty Diablo clone with simplistic controls and paper thin gameplay (click walk click attack rinse repeat) and nonexistent plot.

Ok then, how about Hazen, Arcanum, Mage Knight Apocalypse, or Kult: Heretic Kingdoms?

Hazen NOPE, Arcanum looks close but there was nothing but a pause menu, no inventory or magic screens like that, screenshots of Mage knight Arcanum seems to advanced, Kult looks right but nope, no inventory like that.
Seriously, NOTHING but isometric hack and slash and finding for life potions. Must have been a Diablo clone but simpler. From all these 2000 games looking too nice I'm thinking it is possibly a 90s game.

How about Shadowflare, Darkstone, Throne of Darkness, Dungeon Odyssey (you did say cheap) or Heath - The Unchosen Path?
Thanks for reminding me of General Chaos, Username, now I have to track down a copy.

Gorasul
Blade & Sword
Prince of Qin

Nope, not Seal Of Evil.
Nope, not Reverent.
Nope, not Vahalla Chronicles.
Nope, not Gorasul.
Nope not Blade & Sword.
Damn this is annoying the fuck out of me, if I say it had a graveyard level and a hell level and about a billion dungeon / castle levels will that ring a bell? NO menu that I remember, literally click to walk and attack, and some keyboard button for potion and that's IT control wise.
