It is indeed how it works.

To a certain degree this is true. Women would not present cleavage in public if they were not interested in showing it to others. Now, this doesn't mean that they expect to be groped, verbally abused, or paid for sex. Don't be confused. Boobs being shown simply means they want some attention.
