I would think a government agency would be slightly more discreet than that. Say, by not broadcasting their SSID. And why would they use WPA1? A nearby Droid is on a more secure network!

Anyway, if you're using a powerful enough router running DD-WRT, you could use its virtual interfaces feature to have potentially up to four vans watching over everyone. I would only do this if I suspected someone everyone nearby is in on something I should know about.
