This is true, apparently Armstrong is quite the asshole and won't give interviews and seems to be (for some reason) embittered by the experience.
Aldrin on the other hand is always giving talks and interviews and cherishes his experience with Apollo 11.
I had heard somewhere that NASA had regretted Aldrin not being the first to walk on the Moon...

Probably not, but I think the whole space race hype going on at the time was the way they angled it because it was a lot more marketable than the arms race that was going on roughly at the same time.
Hey guys were going to the moon! is more palatable than "Hey guys were making giant nuclear missiles!
