A 21-year-old Salem man reportedly called 911 to say that his marijuana was missing, but when deputies arrived, he was booked on drunken-driving charges instead, officials said.
It began at 12:52 a.m. Tuesday as a report of a vehicle break-in at the Freeloader Tavern, 501 Lancaster Drive SE, said sheriff's spokeswoman Lt. Sheila Lorance.
A man told dispatchers that while he was in the bar, someone broke into his truck, stole $400 cash, a jacket and about 3/4 ounce of marijuana, valued at about $180.
Deputy Ryan Clarke went to the tavern but was unable to find the driver.
About an hour later, the driver called 911 again, angry that deputies had not arrived.
Lorance said the dispatcher had difficulty understanding the caller because the driver was driving and stopping several times to vomit.
Deputies eventually found the man at 49th Avenue and Fontana Court SE, where he had parked. The man, who was found about 100 feet from his truck, told deputies that he was looking for the people who stole his "weed."
Clarke said the driver was drunk.
Clarke took a theft report from the man regarding his missing items but explained the implications of possessing marijuana, Lorance said. If the driver, who did not have a medical-marijuana card, was found in possession of marijuana, he would have been charged with possession of a controlled substance.
Calvin Hoover, 21, of Salem was arrested on charges of driving under the influence of intoxicants. |

Ugh, I used to get em all the time. I've taken many calls for these guys here, and at the end of the call we ask the caller where they got our number. You'd be surprised how many people were switched to us from 911 dispatch.
Listen, I know littering is a problem, but please stop wasting 911's time trying to report people who throw garbage out their window while driving!

They really need to prosecute or fine people who waste 911. If it isn't an emergency, you get fined $300, simple. Either that, or every American citizen is only allowed one 911 call every 3 years or something.

I'm pretty sure there is a fine, I remember accidently calling 911 when I was 4, and they called back and bitched out my mom. Apparently, you get a warning if it's just a hang up, but if you do anything else, charges do apply.

Yeah, they bitch, but I don't think your mom got a bill in the mail. They can arrest people who abuse the line, but that almost never happens.
Some county police departments do levy fines to people who abuse 911, but those counties are few and far between. I'd like to see a federal fine for, not only abuse of the line, but also even if it's your very first call, and it's not an emergency. People are smart enough to know when 911 is appropriate, so anything less than appropriate should be punished.
I know one day, I'll have a heart attack, or be attacked by a crazed serial killer, and when, in reaching my bloody hand to the phone, find 911 busy because some moron is complaining about litter, I'll be pretty upset.

There are a few different types of littering. While I am not a fan of any of them, there are a few that would get me to call the cops.
* Finished with product packaging and just dropping it. This is disrespectful, but I won't be calling the police.
* Dumping full garbage bags in public. Yeah... this will get me to call the cops. What the fuck are you thinking if you dump an entire bag of garbage randomly? I've seen bags that have been tossed like this, but never someone doing it.
* Cigarette butts. So not cool, but I'm not calling the cops.
* Broken bottles. Also not cool, but I'm not calling the police unless it was thrown at someone.
* Any object that can crack a windshield while driving a car. I am fucking calling the cops and if you broke my windshield I plan on having you pay for it. I'm talking about basketballs you mother fucking piece of shit on I-84.

In Utah they have been airing commercials that tell people how to properely use the 911 line
One talks about what to do after you get through. The other talks about not dialing 911 if it isn't an emergency.
There might be more but I have only seen those two

Calling the cops for littering is fine GP. Calling 911, the emergency line, is not fine.
Police stations have their own phone numbers you can use for non-emergencies.

You are correct sir, but in my case I assure you the calls originated from emergency dispatch.

I called the cop station, NOT 911, recently because I was driving through town and a BB pierced the frame beside my drivers side window. That's the kind of shit you call the cops for, not shit that isn't affecting you or endangering other people. People are rarely booked for littering unless they are caught in the act so calling the cops for that is pointless because probably at least 60% of the time they won't look into it because they have a real job to do.

As far as I know, there is nothing wrong with calling 911 and asking to be transferred to the local police dispatch. It's an easier number to remember.

When I was a cop we received a call one time because some pothead was scared and thought it was abnormally dark outside. It turns out he overslept and thought it was 7AM when it was actually 7PM. How the hell somebody can oversleep 12 hours is beyond me. Of course even if it really was abnormally dark I don't know what the hell he expected us to do about it anyway.

It seriously is stuff like this which makes me glad for not smoking weed anymore. How does anyone even get high off the brownies? I had them several times as a teenager and never once did it have a reaction.
