Which is a very unique way of running a patch, and because of this they are also encouraging people to purchase the game to support the developer.

Even still, it still looks like you will need a Japanese Wii, or at least the homebrew channel to get this working.

This intrigues me. Will it also fix any of the alleged glitches in the game?

Also, I'm pretty sure this patch would only work with Homebrew. IIUIC, you can't run any custom apps at all without the Homebrew Channel. Brawl Plus is a similar concept, and that only works with Homebrew.
