Graphics Gale is an alright program if you're into pixel art or drawing pictures in Paint. It lets you enlarge an image and then edit it pixel by pixel. I use it to fix up the stuff I make in Paint.

thanks for givin me programs to download and everything, but i share this computer with my parents and my dad gets all pissy at me when i download stuff. even though its my computer. like, i'll be telling him about some GBA ROMS and instead of talking about the games he'll go "hey, do you ever delete some of those roms?" and then he gets all jerky on me.

I'm pretty sure your dad just saw "Intense metal is all you need", realized what an absurd statement that is and doesn't want you to recreate it in any way with a higher-quality program.
