They do actively recruit. They say its hard to become a freemason but it truly isn't. The douchiest people in my town are freemasons, and they are wife beating alcoholic losers.

My uncle is a freemason and he's been trying to recruit me into it... I've been considering it only because he's a great connection for me to get into the Troopers or the U.S. Marshalls...

I think it varies largely from region to region. In some places they might recruit, in others they don't. Or at least that's what I got from the Wikipedia article.
