I've started saving up. I'll be able to afford a Dreamcast by Christmas. I'm doing research already, because simply put, I want to get the best deal I can. However, I've ran into some questions.
What accessories should I get? I know I'll be getting two arcade sticks, just for that homebrew MAME emulator (Mmm, Mortal Kombat) and fighting games.
What games? I already have a list of games I want, did I forget something? I'm getting Marvel vs Capcom 2, Street Fighter 3, Ikaruga, Jet Set Radio (Jet Grind Radio in the US), Shenmue, Sonic Adventure and, if I can find it, Rayman 2.
And my final question: is there a way for connecting the Dreamcast to my LAN without using that Broadband adapter?

You should totally check out the IRC channel.
While you're at it, go check out my band, Her Majesty's Heroines.

On the last question: NOPE.
All Dreamcasts came with either a 56k Modem or nothing at all.
The Broadband adapter was only available as a seperate accessory in Japan.

I want to get another Dreamcast, but it would be almost impossible to find 3/4 of the games I would want without ordering them offline for an exorbitant amount of money, ie. MvC2 etc...

I consider Skies of Arcadia to be the best post-SNES JRPG available.

Because I never played a 3D Sonic game and I'm not sure if I'll like the concept. If I like it, I will definately pick up the sequel. The same goes for Shenmue.

The sonic adventure games are the only good 3D sonic games. Buy them.
And get Canon Spike if you can. And PowerStone 2. Crazy Taxi. Chu Chu Rocket.

You'll be downloading a lot of crap too
Should have pick and chose. Then if you liked something download similar crap.
But whatever. As long as you are downloading SA1&2 and Power Stone 2...

I'd like to point out that I'm one of the few people who got a dreamcast on launch. I loved it and it's games, and shame on all of you for not buying one and helping sega prosper with this gem of a system.

Get a Nexus Memory card, if you can find one. Plus at least 3 VMU's, two controllers, the light gun (if you play those games), a copy of the Utopia boot disk, the keyboard and mouse, and the latest version of the DC web browser if you feel the need.
Definitely get the Nexus memory card. It really is nice to be able to DL save files for games you've already beaten, or if your files have been accidentally erased, you can back them up on your PC or DL off the internet too. Plus, it is almost a must, unless you can find the Broadband adapter (or if you want to use 56k, ugh), if you want to enjoy Shenmue 2 in the 'States. I tried editing my U.S. Shenmue file to work with Shenmue 2, it recognized it as a Shenmue file, but I couldn't get it to play. It was too much trouble to go through, so I just DL'ed a pimped out save file. That was back when 56K was the shit, as it was the fastest internet available where I lived.

Too bad that would be the only game on the original Xbox that I might have any interest in.
