It's actually a rather interesting story of a group of people who wouldn't normally say two words to each other, coming to terms with the line between humanity and monster. It also shows how they grow to become an inseparable group, like a family, when they don't even know if their real families are still alive or not.

The show doesn't "rely" on innuendo. It's just there. If you cut every single panty shot and juggling tit out of the show, there would only be one or two scenes that suffer from it, and they both have legitimate reasons for it. It's not this:

The show is much, much more than a bunch of upskirt. It deserves to be observed and judged on the rest if it's merits. You've pretty much said "derp! I don't know anything about this show, but i hate it and won't even try to check it out because of one small aspect of it that doesn't interest me."

Neon genesis evangelion is a show that uses a retelling of the bible (with giant robots and aliens) to explore emotional insecurities and psychological trauma. It's brilliant if you are intelligent enough to follow it. Misato is a Well endowed female with bouncy breasts who tends to cater to fanservice.
