Arizona Officer Requests Blacks To Rap To Avoid Ticket; Dept Apologizes
By Chris Richburg
Date: 12/3/2006 7:00 pm

The Tempe, Arizona police department is conducting a full-scale investigation of two Tempe police officers, after city officials pulled a local show off the air following a recent segment which showed an officer telling two African-American men they could avoid getting a ticket for littering if they rapped.

According to The Arizona Republic, the investigation, which started Friday (Dec. 1) by the department's internal affairs department, will center around the Tempe police-produced series, titled Tempe Street Beat.

It will focus on the actions of officer Brandon Banks, the show's producer, and Sgt. Chuck Schoville.

Sgt. Schoville pulled over the two African-American men, who were not identified by authorities according to the Republic.

The officer ask the two men if they know how much the penalty is for littering.

Schoville offers the men a chance to avoid a ticket if the two men know about rap.

One of the men raps: "Yo, I just got pulled over 'cause I threw my trash out the window when they rolled over. They got behind me and pulled me over."

"As the Chief of Police, I accept responsibility for the actions of my staff and apologize to any members of our community who were offended by this most unfortunate event," Tempe Police Chief Tom Ryff said in a written statement.

In addition to internal affairs, the city of Tempe's diversity office will contribute to the investigation in an effort to provide out-of-department oversight, Ryff added.

The Republic reports that the review will also be examined by the Tempe citizen review board and human relations commission after it's done.

Street Beat and other shows airing on local Channel 11 created by the police will also be looked at during the other half of the investigation, which will include the creation of checks and balances by city staff "to make sure this doesn't happen again," Ryff stated.

In the meantime, Street Beat will not broadcast on Channel 11, and no new shows will be produced until the process is reviewed.

The officers will remain on active duty during the investigation.

I'm confused about what is show and what is real. Is it some local COPS type show and people got upset about it? Are people upset at the show? At any show? Whoever wrote that article needs to learn about context... unless I'm just stupid.

I believe it's a complaint about a local version of a COPS-style show and they're pulling anything similar that police make for investigation *shrug*

Personally, I think that is funny. People need to lighten up. Besides, the 2 men who were "forced to rap", would of had to sign disclamers to be broadcast on the show, so therefore they were good humored enough to go along with it. And, if they did not sign a disclamer, then they got themselves a good lawsuit.

From what I can tell the show's premise was: "White authority figures compell black people to conform to degrading stereotypes by use and abuse of their authority." Further episode would consist of eatin an entire watermelon, pickin cotton, and being hung from a tree.

I'm happy this was nipped in the bud. The day a cop promises to excuse me from a speeding ticket if I can sell 100 packs of chiclets is the day I start smashing TVs.

No. We're complaining 'cause that reduces us to stereotypes.

Eh, Assholes.

Yeah, that's like stopping me on the street after I parked near a fire hydrant or something, and saying "Hey, you're Italian. You can get out of the ticket if you can eat more meatballs then this guy, and then say 'That's a spicy meatball!' in a bad accent.". See, stereotype.

most blacks make themselves a stereotype.

I can't count how many times I see a guy wearing clothes that don't fit him, talking in bad english about "his wifey" and how his mom used to beat him wiht an extension cord, and eating welfare food, like its some kind of badge, and repeatedly saying "what you know about that?"

I have no problem with it, I jsut think it's a little fucked up how they could make themselves a stereotype, and then bitch about stuff like this makign them a stereotype.

Yeah, but not all black people act like that. That's like saying all Jewish people are cheap, neurotic, and have a goofy accent.

PS: I would've went the Mario route with the Italian stereotype, but then someone would've said something like "Or, you could go for a stereotype that applies to a real person", or some shit like that. So I didn't. Very Happy

Or using non-PC terms or other such derogatory slang... Confused

Everyone just keep an eye on remaining appropriate. Remember how Regal finally got banned: tax evasion... wait, that was Al Capone...

Nonetheless, just mind being respectful. This goes for all threads.

I think it'd be cool if cops did this to everyone, black or white. I don't think it's wrong or furthering a stereotype, after all, we wan't equality, don't we?

I'd rather eat a mushroom and hunt down a hundred coins. Hell, I'll stomp on a turtle. Cool

And technically its no longer stereotyping if everyone does it, though still a flagrent misuse of power.
