I make custom maps for Counter-Strike: Source, which runs on the same SDK as HL2. Pretty much it depends on how detailed and how much custom stuff you want in it. Since I'm still learning I only use the given texures for the SDK, so If I want a simple map with little or no lighting features, it'll only take a week at the most... once I figure out my own errors and such. The more expansive ones and the high resolution ones which I'm sure this one qualifies as, can take as long as you want but on average it's about 3-4 months to complete with a group of people working on it. And with Triggers and function seen in the one, I'm sure it took that long.
