That looks really, really cool, although I don't have the skills they're looking for. I'll keep an eye on its development for sure though.
Question though...isn't making games like that technically a violation of copyright? I know he's not going to sell it for profit or release it as a cart or anything, but couldn't he get in trouble if Sega found out and was feeling douchy?

Basically fucktars A and B. Both are supposedly "working" on Sonic games, and by that I mean they're making shitty fanart.

Nah, this is legit. I've actually seen a bit of it. Like the shields (4 different kinds) each have special secondary effects depending on who's active (Metal Sonic's playable and he can activate a 4 way projectile with different traits depending on the shield).

It really depends. What is copyrighted in the case of a video game is the code, not the output. If they reproduce the code used by the Genesis to put Sonic on the screen, in any way, it's a copyright violation. If they come up with their own code, it's not. Hacks, where your code modifies the original code, I don't think ever have been tried in court (the only cases I know about were settled).
However, while they may not run afoul of copyright, Sonic and the various elements of the franchise are trademarked, and they can still get in trouble for that. You can't use Sonic, Tails, Chaos Emeralds, Dr. Eggman, their names or any depictions of them in any sort of video game related work, because Sega has the rights to do that.

while technically they could tell you that you aren't allowed, most companies don't care about fan games as long as certain rules are understood:
you can't make money doing it or directly use it to advertise something that makes money or in some way advertises something that makes money. for example you can't make a sonic game available for download as an incentive for buying brawndo cola or something.
we have this fight constantly on mugen forums.
