Well the article says they're confident about the idea because Snyder and Capullo are an exceptional team, which they are. Is this story still part of the New 52? If it is, then it's probably their logical conclusion to the my this they helped recreate. DC's rebooting/unrebooting(?) in a few months, so this is certainly not a permanent thing. It's probably their way of saying that even after Bruce is gone, there will always be a Batman in some way, kinda like how Nolan did it (poorly) at the end of Dark Knight Rises.
